No, regular Starbucks stores do not accept EBT cards. Starbucks doesn't have any official policy about EBT payments on their website, and you won't find standalone Starbucks locations listed as approved stores on the USDA SNAP locator.

Starbucks Locations Inside Grocery Stores

Some Starbucks locations inside grocery stores may accept EBT, but this depends on the store. Here's what you need to know:

  • Starbucks inside Kroger stores: These locations may accept EBT
  • Starbucks inside Target stores: These locations do NOT accept EBT

Why Can't You Buy Hot Drinks with EBT?

SNAP benefits are meant to help people buy groceries to prepare meals at home. Federal rules do not allow you to use EBT to buy hot or prepared foods and drinks—even at stores that accept EBT.

Exceptions to This Rule:

  1. Restaurant Meals Program (RMP): Some states allow certain people (like the elderly, disabled, or homeless) to buy prepared meals at participating restaurants. However, Starbucks does not participate in this program.

  2. Disaster SNAP Waivers: During declared emergencies, some areas temporarily allow hot food purchases with EBT.

  3. TANF Cash Benefits: If you receive cash assistance through Temporary Assistance for Needy Families (TANF), you can use that portion of your EBT card to buy hot drinks and food.
